Cosponsor of Global Warming Solutions Act to Testify at Only Public Workshop on Proposed Implementation Plan

SACRAMENTO, Calif., Nov. 19 /PRNewswire-USNewswire/ -- The following was released today by Environmental Defense Fund:

WHAT: Two policy experts from Environmental Defense Fund (EDF), a co-sponsor of California's Global Warming Solutions Act (AB 32), will testify at the only public meeting by the California Air Resources Board (CARB) to discuss its final scoping plan to implement the law (http://www.arb.ca.gov/board/ma/2008/ma112008.htm). CARB is scheduled to vote on the plan at its next meeting on December 11-12. EDF economist and policy scientist Dr. James Fine will testify about two new economic studies EDF has commissioned to 1) independently review the literature estimating the greens jobs potential of AB 32; and 2) examine the ability of existing economic models to represent cost-saving advantages of market-based policies such as cap-and-trade. The manager of EDF's California Clean Air for Life Campaign, Kathryn Phillips, also will testify about how to improve the land use/transportation system measures in the scoping plan.

WHY: California's Global Warming Solutions Act (AB 32) is the first state-level, economy-wide cap on greenhouse gas emissions in the United States. It sets a firm cap that mandates California to cut its greenhouse gas emissions by approximately 30% by 2020. Implementing AB 32 successfully will set a precedent for other states and the nation to follow.
